These Citizenship Clinics are hosted by the Asian Pacific Islanders Coalition of South Puget Sound (APIC SPS) in partnership with The Korean Women's Association (KWA). The purpose is to connect Legal Permanent Residents (Green Card Holders) to the information and services they need to successfully apply for citizenship and become active members in our community. What to expect at the Citizenship Clinic: We will conduct a general intake, legal screening, form preparation, quality review, copy, and exit with all clients. Date: Citizenship Clinics will be held in person on the fourth Thursday of every other month starting in February 2026. Please see more information below. Our History Asian Pacific Islanders Coalition of South Puget Sound is a part of APIC of Washington's network with its own nonprofit status. It was co-founded in 2003. The Asian Pacific Islander Coalition (APIC) was created after the 1996 Welfare Reform Act significantly impacted and reduced non-citizens’ federal eligibility for public assistance programs. After recognizing the need for a collective voice advocating for the rights and equity of foreign-born Asian and Pacific Islanders (API), APIC began lobbying for the Washington State legislature to address the gap created by federal legislation. Building off this legacy, every year APIC Chapters from King, Pierce, Snohomish, Yakima, and Spokane counties and South Puget Sound bring together immigrants, refugees, and citizens from Washington state to meet with the Governor, State Representatives, and State Senators to advocate for the issues most impactful to our communities.     Advocacy și implicare civică APIC Legislative Day In 2026, we brought together community members from around the state to meet with legislators to advocate for important policies and programs that impact our communities. We held multiple virtual trainings and were able to advocate for our communities together! Thank you to everyone who joined our 2026 AANH/PI Legislative day on February 5th in Olympia, WA! We joined the great APIC WA advocating for community health, immigrant justice, environmental justice, history education, and economic equity. So proud of our community activists and youth for advocating for our communities in front of government officials. We showed up. We spoke up. We stood together on the Capitol steps and met with elected officials across our legislative districts to share the concerns and what we stand for. Representation matters! We heard from BIPoC leaders in a variety of sectors who shared their stories and best practices. Participants had time to build practical leadership skills, network with mentors, peers and allies, work on community projects, and explore advocacy and civic engagement opportunities. APIC Democracy Summit APIC's Democracy Summit happened on Friday, September 27th, 2024 at the Tacoma Dome. Every four years, the Asian Pacific Islander Coalition of Washington holds a Democracy Summit with the goal of encouraging and promoting culturally meaningful and holistic civic engagement in our communities, and creating a space for our communities to collectivize around the issues that matter most to us. The summit is an opportunity for our culturally, linguistically, and geographically diverse AANHPI communities to come together and make sure our elected officials or candidates see, hear, and understand our collective power. These gatherings feature a mix of food vendors, live performances, and family-friendly activities, offering something for everyone. The goal of these AA NHPI Heritage Month events is to highlight and honor the diverse cultures, traditions, and experiences of the Asian, Native Hawaiian, and Pacific Islander American communities across the region. These events are free and open to the public. Lin is excited to dedicate our organization to bridge and strengthen our AA-NH/PI communities through culturally informed outreach, education, and policy advocacy that advance equitable access to health and human services, economic opportunity, civil rights, and education. Secretary Ting-Ju Tai She/her/hers Program Supervisor, Beginning Educator Support Team, OSPI Ting-Ju Tai (戴廷如) is originally from Taiwan and now lives in Lacey with her husband and their cat, Xing Xing. She serves as a Program Supervisor with the Beginning Educator Support Team at OSPI, supporting new teachers and mentors across Washington. With over a decade of experience in education, mentoring, and advising in both the U.S. and Taiwan, she anchors her work in equity, inclusion, and belonging. In her free time, she enjoys gardening, exploring Washington, and connecting with family in Taiwan. VP of Operations Alana Bradshaw She/her/hers Thurston County, Administrative Services Manager With more than a decade of experience in human resources, equity work, and organizational leadership in public and non-profit organizations in Thurston County, Alana is committed to creating spaces where everyone feels valued and supported. Alana holds a MA in Communication and Leadership from Gonzaga and a BA in Business Administration from Saint Martin's. Treasurer Bing Xu She/her/hers World Financial Group Senior Marketing Director (Independent Agent) Bing has over 20 years of experience in international business and now works as a financial professional, helping clients with education funding, retirement, Medicare, long-term care, and more. She has lived in Lacey, WA for nearly 25 years with her husband and her college-aged son. Bing is also an active community volunteer, having served with organizations such as OACA, APIC SPS, CIE, and various youth groups for over two decades. Board Member Joyleen Haser She/her/hers COFA/Micronesian Community Joyleen is a Lacey resident who is passionate about Micronesian and COFA civic engagement. She attended Pacific Islands University and Grace Christian University. Joyleen has been involved in the Micronesian Women's Network and is fluent in Chuukese. Joyleen is the owner of Island Joy Mart in Olympia and a leader at the Bible Fellowship Christian Church. Board Member Jayachitra Chandrasekaran She/her/hers President of the India South Sound Association Jayachitra is a classical bharathanatiyam dancer and entrepreneur who represents the Indian community in Olympia. She is the president and co-founder of the India South Sound Association. Jayachitra has been a resident of Olympia for the past 25 years. Her organization has been inspiring and training young spirits to share Indian culture through dance, yoga, sports, music, drama, youth groups, and community service. She believes that the bonds that unite us are stronger than the barriers that separate us. Board Member Donald Lee Brannam PhD He/him/his Retired education administrator Donald has been a teacher, career education coordinator, vocational director, principal and superintendent in WA public schools. He has also worked as a university professor in teacher education. Recently he has enjoyed volunteering serving students learning English as a Second Language (ESL) and Second Language Learners (SLL). He have two daughters adopted from foreign countries and is very supported of adoption programs and migrant children relocation programs. Board Member Mario Banuelos He/him/his North Sound Accountable Community of Health - Workforce Development Manager Mario is a regional health system leader strengthening cross-sector partnerships and advancing community-based care. He is honored to serve in the National Community Health Worker (CHW) field contributing to national workforce policy, leadership development, and system integration infrastructure across the United States. His leadership approach emphasizes people first, clear communication, consistency and long-term multigenerational impact.

This is how the helpline works: Before you call, please make sure you know your unique application number. The application number is between 5-7 numbers long, and was provided to you when you submitted your application. It’s also included in all of the text and email updates about your application. If you call from a phone number that is different from the phone number on your application, you will be asked to provide the phone number used on your application. Select the language you want. If you want to know about whether your application has been approved, press 1 to enter your application ID and the phone number from your application, and then you will get an update on your application status. If your application was approved but you haven’t received your payment, or are having a problem with it, press 2 . Follow the instructions on the phone, and leave a message. You will receive a call back within 10 days. If you are having any problems with your prepaid card (like if it was stolen or arrived with less than $3,075 on it), call Blackhawk at (833) 209-9228, and they may be able to send your card again. There are several other funds that are different from this one. Please do not call the helpline with questions about these other funds. If you applied online, your next step would be completing an interview either via phone at 877-501-2233, or in person at your local Community Services Office. No. Assistance from this fund is considered disaster relief assistance and should not be considered under the public charge rule. Receiving assistance from the fund should not impact your ability to obtain a green card or citizenship in the future. Will I have to pay this money back? Will it affect my taxes? No, the money is FREE. It is not a loan. All payments are classified as disaster relief under the IRS and should not be included as taxable income. When will I get the money? If your application is approved, you will receive at least $1,000 through a check or prepaid card between December 2022 and January 2023. Who is eligible for the WA COVID-19 Immigrant Relief Fund? According to the WA State Refugee Coordinator at the Department of Social and Health Services, the WA COVID-19 Immigrant relief fund is a program that is intended to serve immigrants in Washington State who did not receive the federal stimulus fund and/or are not eligible to apply to the unemployment program because of their immigration status. Refugees, people granted asylum, COFA Migrants, DACA recipients, and other people who have legal authorization to work in the United States are not eligible for the WA COVID-19 Immigrant Relief Fund. Having the ability to work legally in the United States means that their immigration status would not prohibit them from applying for unemployment. Afghans and Ukrainians that have been granted access to refugee assistance and public benefits programs are not eligible for the WA COVID-19 Immigrant Relief Fund. Is my information protected? The application is run by a private company called LiveStories, not the government. They will never voluntarily share your personal information with the government, ICE, police, your landlord, your employer, or anyone else. All information is stored securely in an encrypted format so it can’t be accessed by anyone. What is the history behind the WA COVID-19 Relief Fund? Washington COVID-19 Immigrant Relief Fund - previous rounds There have been several rounds of the fund from 2020 until now. • “WIRF 1” (late 2020): This was the first round of funding ($40 million). In this round, over 94,000 people applied, and 40,000 of the highest need applicants were approved for funding of $1,000 each. • “WIRF 2” (early 2021): An extra $22.6 million that was added to provide funding of $1,000 each to people who had already applied to WIRF 1 and met eligibility criteria, but had not received funding. • “WIRF 3” (mid-2021): This was another round of funding ($65 million). In this round, a new application opened in April-May 2021. Recipients got $1,000 each, and the money was sent in summer of 2021. The application period had to close earlier than expected, because of the large volume of applications. “WIRF 340” (current fund): This round of funding is for $340 million. This time, there should be enough money for most or all eligible applicants to receive money. All approved applicants will get at least $1,000, and the final amount will depend on how many people apply. How is the fund run? The fund is managed by immigrant-led community organizations across Washington State—the same people who advocated for the fund to be created. All of the organizations involved in the fund have worked for years with immigrant communities, including underserved farmworkers, low-wage workers, and immigrants who are Black, Indigenous, LGBTQIA2+, living with disabilities, and many others. Many of them are immigrant-led and they are all committed to the well-being and privacy of immigrant communities. You can see the list of community organizations at immigrantreliefwa.org/gethelp.(http://immigrantreliefwa.org/gethelp) These organizations are partnering with the Governor’s Office, the Washington State Department of Social and Health Services, and an application company called LiveStories to create this fund. While the Washington State government is providing the money and oversight, they do not handle any personal information. What is LiveStories? LiveStories is an organization that built the application platform called Forward. They review the applications, and work with payment providers to send out money. They hold all personal information in a secure, encrypted format, and will never voluntarily share personal information with the government.
