These Citizenship Clinics are hosted by the Asian Pacific Islanders Coalition of South Puget Sound (APIC SPS) in partnership with The Korean Women's Association (KWA).     ポリシーの目的 President Lin Crowley She/her/hers President of APIC SPS and Evergreen State College Professor Before APIC SPS became a nonprofit, Lin founded the SOUTH PUGET SOUND chapter of APIC in 2003 and has been collaborating with local community organizations as a part of the Asian Pacific Islanders Coalition of Washington. Lin is excited to dedicate our organization to bridge and strengthen our AA-NH/PI communities through culturally informed outreach, education, and policy advocacy that advance equitable access to health and human services, economic opportunity, civil rights, and education. Secretary Ting-Ju Tai She/her/hers Program Supervisor, Beginning Educator Support Team, OSPI Ting-Ju Tai (戴廷如) is originally from Taiwan and now lives in Lacey with her husband and their cat, Xing Xing. She serves as a Program Supervisor with the Beginning Educator Support Team at OSPI, supporting new teachers and mentors across Washington. With over a decade of experience in education, mentoring, and advising in both the U.S. and Taiwan, she anchors her work in equity, inclusion, and belonging. In her free time, she enjoys gardening, exploring Washington, and connecting with family in Taiwan. VP of Operations Alana Bradshaw She/her/hers Thurston County, Administrative Services Manager With more than a decade of experience in human resources, equity work, and organizational leadership in public and non-profit organizations in Thurston County, Alana is committed to creating spaces where everyone feels valued and supported. Alana holds a MA in Communication and Leadership from Gonzaga and a BA in Business Administration from Saint Martin's. Treasurer Bing Xu She/her/hers World Financial Group Senior Marketing Director (Independent Agent) Bing has over 20 years of experience in international business and now works as a financial professional, helping clients with education funding, retirement, Medicare, long-term care, and more. She has lived in Lacey, WA for nearly 25 years with her husband and her college-aged son. Bing is also an active community volunteer, having served with organizations such as OACA, APIC SPS, CIE, and various youth groups for over two decades. Board Member Joyleen Haser She/her/hers COFA/Micronesian Community Joyleen is a Lacey resident who is passionate about Micronesian and COFA civic engagement. She attended Pacific Islands University and Grace Christian University. She has been involved in the Micronesian Women's Network and is fluent in Chuukese. Board Member Jayachitra Chandrasekaran She/her/hers President of the India South Sound Association Jayachitra is a classical bharathanatiyam dancer and entrepreneur who represents the Indian community in Olympia. She is the president and co-founder of the India South Sound Association. Jayachitra has been a resident of Olympia for the past 25 years. Her organization has been inspiring and training young spirits to share Indian culture through dance, yoga, sports, music, drama, youth groups, and community service. She believes that the bonds that unite us are stronger than the barriers that separate us. Board Member Donald Lee Brannam PhD He/him/his Retired education administrator Donald has been a teacher, career education coordinator, vocational director, principal and superintendent in WA public schools. He has also worked as a university professor in teacher education. Recently he has enjoyed volunteering serving students learning English as a Second Language (ESL) and Second Language Learners (SLL). He have two daughters adopted from foreign countries and is very supported of adoption programs and migrant children relocation programs. Board Member Mario Banuelos He/him/his North Sound Accountable Community of Health - Workforce Development Manager Mario is a regional health system leader strengthening cross-sector partnerships and advancing community-based care. He is honored to serve in the National Community Health Worker (CHW) field contributing to national workforce policy, leadership development, and system integration infrastructure across the United States. The Asian Pacific Islander Coalition (APIC) was created after the 1996 Welfare Reform Act significantly impacted and reduced non-citizens’ federal eligibility for public assistance programs. After recognizing the need for a collective voice advocating for the rights and equity of foreign-born Asian and Pacific Islanders (API), APIC began lobbying for the Washington State legislature to address the gap created by federal legislation. Building off this legacy, every year APIC Chapters from King, Pierce, Snohomish, Yakima, and Spokane counties and South Puget Sound bring together immigrants, refugees, and citizens from Washington state to meet with the Governor, State Representatives, and State Senators to advocate for the issues most impactful to our communities. View DFI Financial Resources View Thurston County Resources View Pierce County Resources Office of Financial Management Population Report: Washington State's Immigrant Population 2010-2021 by Wei Yen, Ph.D. Immigrant population has increased by 29% in Washington during 2010-21, with a larger increase in the immigrant group of naturalized citizens (37%). In 2021, the total immigrant population was 1,149,000. Shares of females in each immigrant population group remained about the same across the years, although the shares varied among the groups, between 40% and 60%. While the share of adults 18-64 declined in the U.S.-born citizen group to 58%, it remained the same in the immigrant groups (around 75% for naturalized citizen group and legal immigrant group, and 90% for the undocumented immigrant group). The share of individuals with Hispanic origin had a gradual but steady increase in the U.S.-born citizen group (8% to 12%). However, the undocumented immigrant group share declined from 54% to 39%. The shares of non-Hispanic white population declined in the U.S.-born citizen group (80% to 72%)3 and the legal immigrant group (32% to 23%). The shares of non-Hispanic Asians or Pacific Islanders increased in the legal Office of Financial Management 2 immigrant group (27% to 36%) and the undocumented immigrant group (27% to 43%). In the adult population age 18-64, all groups except the legal immigrant group had increased shares with a 4-year college degree or higher. The undocumented immigrant group had the largest change (22% to 47%). For all groups, shares of adults 18-64 who were employed increased to the highest point in 2019 (above 70%) and then declined in 2021. Shares of adults 18-64 in low-income families (less than 200% of the federal poverty level) declined in all groups, particularly in the undocumented immigrant group in which the share dropped by half (56% to 28%). The Limited English Proficient (LEP) Pathways’ primary goal is to promote economic self-sufficiency for refugees and immigrants through job training, English as a Second Language (ESL) classes, work support, and social services. By maintaining funding for the LEP Pathways program at $1,774,000, we can better support low-income and limited English speaking immigrants. These program funding sources were cut during the 2008 financial crisis, causing immigrant communities to suffer disproportionately during that time of economic downturn.     COVID-19レリーフ WA Health Plan Expansion for DACA Recipients People with certain immigration statuses now qualify for more savings Due to a recent federal change , Deferred Action for Childhood Arrivals (DACA) recipients and other people with qualifying immigration statuses can now access increased federal savings through Washington HealthplanfinderTM as of Nov. 1, 2024. These savings significantly lower costs for most — many customers can find a health plan for less than $10 per month. Who qualifies? Immigration statuses include: DACA recipients Valid nonimmigrant visa-holders People with a pending application for adjustment of status People granted employment authorization Family Unity Program beneficiaries Special Immigrant Juveniles with approved petitions Certain asylum applicants under age 14 How can someone get their new savings? Any household member affected by the recent change needs to select “Yes” to the question, “Is this household member lawfully present in the U.S.?” in their Washington Healthplanfinder application. In Washington State alone, nearly 2 million people rely on Apple Health (the state's Medicaid program). On July 4th, the One Big Beautiful Bill Act was signed, cutting almost $1 trillion from Medicaid. The Bill also curtails provider taxes, meaning states have to make a difficult choice: make cuts to other services (such as education) or raise taxes, or make even deeper cuts to Medicaid.
